it depends on the type of website, if you are a non profit organization you should go with org, net can be for any type of site or if you are part of a network (which is the original idea behind the TLD however not regarded this way anymore as it has been replaced with .com's since the .com's are slowly running out).

As for search engines and people it is immaterial, as with both .com is at a higher level than a .org and .net which are at the same level. This is because with search engines, by default a .com is known to have a better preference, and with people, people are more comfortable with a domain name that is a .com than a .net or .org.
